Annual Meeting
Our annual meeting will be held on Monday, March 29, 2004 from 7:00 to 8:00 p.m. at Christ United Methodist Church in Westfield. The church is located on North Main Street, just north of SR 32 (behind the Town Hall). In this meeting, we will hold election of board members for 2004 and review 2003 financial information. Other topics of discussion will include the neighborhood garage sale and summer picnic (volunteers are needed).
Annual Dues
The 2004 dues will remain at $110.25 which is due by April 30, 2004. If you are unable to pay by the due date, please contact the Treasurer, Martin Sweeney to arrange an alternate payment plan. Those delinquent in paying dues will be receiving a notice from the Treasurer outlining the legal actions that will be implemented per Paragraph 6.17 of the Covenants. If you have not paid or made arrangements with the Treasurer to pay your dues, a lien will be put on your property.
FEMA
Concerns have been expressed about flood plain and flood insurance. Most insurance companies now say that unless you can prove you are not in a flood plain, they will charge you as though you were in one. Your original survey should state whether or not you are in a flood plain.
Pond Area Signs
Multiple signs will be posted near the retention pond and flood plain area which will read "No Fishing, Swimming, Ice Skating or Recreational Vehicles Allowed". Anyone removing or destroying these signs will be prosecuted. ATV's, dirt bikes, go-karts, etc. are not welcome or allowed on any property in our subdivision as they are noisy and tear up the grass.
Mailboxes
For those of you whose mailboxes have seen better days, replacement mailboxes are available for $44 including lettering and delivery to your home. Contact the subdivision's original supplier Caporalle Post in Greenwood at (317) 883-3725. The correct paint to use to repaint the post is Valspar American Traditions Satin House & Trim Paint, color 347-4 "Manor Stone".
Home Improvements/Fences
If you make any external improvements to your house, it must be approved by the Architectural Committee BEFORE construction. If you have made an improvement and did not get initial approval, please contact Jim Rodgers (867-5507) and the Architectural Committee will look at it. Chances are it will be fine. The same holds true for the construction of fences. Contact the Architectural Committee and complete the necessary form before any construction commences.
Reminders
Some complaints have been noted about kids cutting through neighbor's yards. Please make sure your children know to respect neighbor's property and walk or play only in yards where permitted.
Please observe the speed limit of 20 m.p.h. and be very careful as children will be playing in the streets as the weather is getting warmer. To the parents of children playing in the streets, please tell them not to delay in getting off the street when a vehicle approaches them.
Please keep your garbage cans, doghouses, etc. behind your house and not in the front.
If your pets are not on your property, then it must be on a leash or you are subject to a fine. This is a county law, not an Association rule. If you own a dog, please be considerate to others and don't allow your dog on other people's property, allow it to bark continuously or bark at late hours.
As per the Covenants, no camper, motor home, truck, trailer, recreational vehicle or boat of any kind may be stored on any lot in open public view.
Willow Creek is a Neighborhood Watch Community. If you see anything of a suspicious nature, please contact the non-emergency Westfield Police phone number at 773-1300.
And the Winner Is.....
A light bulb specifically designed for neighborhood outdoor lamp posts is now available from GE. GE Exterior Post Lights have a fluorescent bulb and a normal screw-in base and a protective plastic cover that will fit in your external lamp post. It uses only 15 watts and is guaranteed for 8 years. It is available at Wal-Mart for around $9. These last much longer than the teflon-coated traditional filament bulbs. Another problem may be the photocell. It may need replacing.
Bagworms
Bagworms attack evergreen plants such as arborvitae and white pine trees. They may be fuzzy-looking brown cones 2-3" long that hang on the branches which holds thousands of worms that will be released the next year. They won't kill a tree in one year but in 2-3 years, they will destroy the tree. Spraying needs to be done from Memorial Day to mid-July with a systemic pesticide. Contact the professionals at BAM (formerly Westfield Garden Center) or Habig Garden Center for help.
